The United States has bilateral extradition treaties with roughly half the world’s countries. Where no treaty exists, surrender is not impossible — it is discretionary, and it happens through deportation, immigration removal or ad hoc arrangements rather than through extradition. The absence of a treaty changes the mechanism and the odds, not the outcome in every case.
