What an Interpol Diffusion Is and How It Differs from a Notice
A diffusion is a request circulated by one member country directly to others through the Organization’s channels. It can ask for the same action as a red notice, including provisional arrest, but it is not published and it does not go through the same prior review. In practice that makes it harder to discover and, on occasion, easier to obtain.

- Lighter than for a notice, which is the source of most of the criticism of the instrument.

- None at all. There is no public extract in which a diffusion appears.

- Can be the same, including provisional arrest pending extradition.

- The same. Data circulated by diffusion is subject to the same rules and can be challenged.

Challenging a diffusion
Data circulated by diffusion is held in the Organization’s files and is therefore subject to its rules on accuracy, purpose and political neutrality. The route is the same as for a notice — challenging a diffusion before the CCF.
