What an Interpol Blue Notice Is

Short answer

A blue notice is a request circulated by the Organization to collect information about a person — their identity, their location, or their activities in relation to a criminal investigation. It does not ask any country to arrest or detain, and it is not a finding of any kind against the person named.

Because it asks for information rather than for arrest, a blue notice is often treated as harmless. It is not: it places the person in the same international channels, it is visible to the same border and compliance systems, and it frequently precedes a request of a different colour.
